The Location Of Father Urhney
The amulet is gained through talking to Urhney during the quest The Restless Ghost. It purpose is to talk to the ghost during the quest, however you can get more after the quest. After the quest is complete, it becomes absolutely useless except for looks. Despite the red thunderbolt that appears in its inventory icon, this amulet's appearance when worn is a plain silver necklace. You can obtain more than one amulet at a time by dropping the amulet, talking to Urhney, then picking up the one you dropped. The amulets main, and only purpose is to allow communication with ghosts, namely the ghosts in the quest the Restless Ghost.
The Ghostspeak amulet is identical in appearance to the Amulet of Accuracy.
The Amulet is not considered rare at all, mainly because of the drop pattern shown above
