The Ball belongs to the boy. It is the objective of the Witch's house quest to retrieve this ball which he accidentally kicked into the witch's garden. It can be seen in a hut in the witch's garden along with a Shapeshifter before the quest is done. Note: if you completed the quest and drop it you will say "I better not take this, it's not mine." You will also not be able to telegrab the ball. The same applies to the ball in the hut.
