It's a war machine
Ballista is a gnome weapon in the Battle Field north of Gnome Maze. It is used during Tree Gnome Village quest to pierce through the wall in Khazard building to the north. The machine requires three coordinates from each Tracker gnome: height, x and y.
The huge arrow fired is called largespear. It has an examine option with no visible message.
