The certificate is a quest item from the Shield of Arrav quest. It is obtained by taking both pieces of the broken shield to the Curator of the Varrock Museum, who gives you two certificates. One may be taken to the King of Varrock Palace in order to complete the quest, and the other should be traded to your partner so that they may complete the quest.
