Ned is a non-player character who resides in Draynor Village. He is a retired sailor and makes rope for players if given 15 coins or 4 balls of wool. He has a part in the Prince Ali Rescue and Dragon Slayer quests.
Dragon Slayer[]
The player is tasked with finding a boat captain to sail them to Crandor, who turns out to be Ned. It is said that no one has gone to Crandor in many years because it is haunted, cursed, and very dangerous. However, Ned's only stipulation for bringing you there is that he needs a map and a boat. This is a sharp contrast to the response given by Captain Tobias who tells you "No, I need to stay alive- I have a wife and family to support" when the idea of sailing to Crandor is brought up. Happy to come out of retirement, Ned brings the player to Crandor on the Lady Lumbridge.
Prince Ali Rescue[]
In order to complete Prince Ali's disguise for his escape, the player needs to make a wig. Leela recommends finding someone who works with wool, which would be Ned because he can turn balls of wool into rope. One rope is needed during the quest. He'll also make the player a wig when supplied with 3 balls of wool.

Trivia[]
- Ned can take the player back to Crandor again as long as they have not unlocked the secret door in the Karamja dungeon. All a player has to do is repair the gaping hole in the Lady Lumbridge once more and talk to Ned on the ship.
