Nulodion's notes are a quest item from the Dwarf Cannon quest.
After having repaired the Dwarf cannon with Tool kit in Coal Trucks the player is asked by Dwarf commander Lawgof to get instructions from Dwarf Cannon engineer Nulodion on what to shoot with the cannon. Nulodion from Ice Mountain dwarven base hands the notes to a player with Cannon ammo mould and delivering them to Dwarf commander will finish the quest.
