The Referee is a non-player character at the Gnome Ball field located within the Tree Gnome Stronghold. After explaining how to play the minigame, he gives you the gnome ball to start the game. If you score, miss a shot, die, or smuggle the ball off the field, he will give you another ball to continue play.
