A Steel Axe (aka. steel hatchet) is an axe which requires level 5 Attack to wield. It can be made from 1 steel bar at level 31 Smithing, yielding 37.5 experience. It can also be purchased from Bob's Axes in Lumbridge, Gulluck and Sons in the Grand Tree, or King Lathas' Weaponry Shop in the Combat Training Camp.
Like all Woodcutting axes, it does not require a Woodcutting level to use, only an Attack level to wield.
